  1. COA at Intermodal 2005, Bilbao – 8-10 November 2005

  1. COA Members at the Intermodal Show

  1. COA Website Forum – Some Activity at last!

 

Having lain dormant for several months, we are pleased to note that Members are now using the COA’s Web Forum (“General Discussion”) to exchange ideas.   1. HFC European Ban Rejected

 

The following information has been received, regarding the proposed ban on the use of HFC refrigerants:

 

A proposal to ban the use of HFC refrigerants in Europe has been rejected by the European Parliament. Earlier this month, the parliament's Environment Committee included the ban in last-minute amendments to the F-Gas Regulation. It recommended the phase-out of refrigeration and air conditioning equipment using HFCs by 2010, on the grounds of the refrigerant's global warming impact.

 

MEPs also voted (by 336 votes to 279) to retain a dual legal base, rejecting proposals that the regulation should be founded entirely on an environmental base - a move which would have allowed member states to adopt stricter measures to control F-gases than those in the EU Regulation. The Regulation, without the proposed amendments, now passes to the Council of Ministers for approval and possible implementation throughout the member states from next year.

 

Cedric Sloan of The Federation of Environmental Trade Associations (FETA) said of the decision: "This is a vote for common sense, for economic stability and for the environment.

"As an industry we look forward to early implementation of a regulation that emphasises the need to contain emissions and improve the training and certification of those who handle refrigerants.

"Let us now use our energies to help the environment and enhance the reputation of our essential industry, rather than waste time defeating absurd interventions by irresponsible pressure groups."

 

Friedrich Busch, director general of the pro-HFC lobby group EPEE stated after the vote: "The European refrigeration and air conditioning industry is now ready to meet the challenge of practical emission reduction - via containment and monitoring - as endorsed by the Parliament today. All additional bans would have been completely unrealistic. The phase-out dates and use restrictions were proposed without any serious prior impact assessment (of social, economic and safety feasibility and the total environmental impact including energy efficiency). The Parliament resolutely rejected this approach in today's vote."

 

 

 

  1. Two Surveys

 

COA Members are, by separate email today, being sent two surveys:

 

-         COA Members Fleet Sizes: COA Members represent a major share of the world container market. In order to quantify the share more precisely, a survey of COA Members’ fleet sizes is to be carried out.

 

-         COA Feedback: As the COA celebrates its first anniversary, the COA Board and Secretariat would like to evaluate Members’ opinions about the progress of the Association. Members’ feedback and comments will be both helpful and appreciated.
